The Pressure Equipment Directive 2014/68/EU is the European Union legislation that covers the design, manufacture and conformity assessment of pressure equipment and assemblies that are sold in the European Union market. PED is applicable to pressure equipment that has an allowable pressure exceeding 0.5 bar and it is subject to its scope and exclusions.
The Directive sets out Essential Safety Requirements (ESRs) that cover design, materials, manufacturing, permanent joining, inspection, testing, documentation and final assessment. For global manufacturers who want to sell pressure equipment in Europe knowing the PED certification requirements is important to ensure conformity and the CE marking.
The European Commission states that PED 2014/68/EU is still in effect for the design, manufacture and conformity assessment of pressure equipment that is above 0.5 bar.
PED 2014/68/EU is still the Pressure Equipment Directive that’s in effect in 2026. However manufacturers need to take into account the harmonized standards that are referenced under the European Union system. The European Commission updated the standard system for pressure equipment in January 2026. Therefore manufacturers should check the applicable standard references before finalizing pressure vessel design, manufacturing and conformity assessment.
This is especially important for manufacturers using EN 13445 EN 10216-2 EN 10253-4 EN 1591-1 and other harmonized standards that are related to pressure equipment. Using a version of a standard without checking its current status under PED can lead to issues with conformity assessment. The Commission currently lists Commission Implementing Decision (EU) 2025/165 and an amendment from January 12 2026 for standards that support PED 2014/68/EU.
PED classification depends on several factors, including:
PED typically divides pressure equipment into Categories I, II, III and IV which represent increasing levels of risk.
The correct classification must be determined before choosing the PED conformity assessment module. For pressure vessels the applicable classification table might use PS × V while piping classification could involve PS × DN. The right Annex II table must be selected based on the equipment and the fluid. This classification is important because your keyword data shows search interest around PED modules with 368 impressions making PED classification and conformity assessment
EN 13445 – Unfired Pressure Vessels is one of the main European standards used for pressure vessel design and manufacturing within the PED framework.
Key parts include:
The current standard status should always be checked before using a specific edition for PED compliance. Other European standards may be relevant depending on the equipment, such as EN 13480 for industrial piping and other product-specific standards. For manufacturers this makes pressure vessel design, current PED standards and technical documentation parts of the overall PED compliance process. First Welding Certification Pvt Ltd (PRVÁ ZVÁRAČSKÁ, a.s.) PED certification scope also includes design review, material control, manufacturing, inspection, testing, technical documentation and conformity assessment as requirements.
PED does not set one safety factor for all pressure vessels. Instead the design must provide safety margins against possible failure modes.
The design calculation should prove that the structure is strong enough for the intended operating conditions and lifespan.
The hydrostatic pressure test is different from the design safety factor.
For pressure vessels PED Annex I says the hydrostatic test pressure must be least 1.25 times the applicable maximum-service loading unless an alternative criterion is specified by the Directive.
So: Design safety factor is not the same as test pressure factor. Both requirements need to be considered separately.
Welding is a part of PED pressure vessel certification.
Depending on the equipment and the conformity assessment path manufacturers must manage:
Relevant standards may include:
EN ISO 15614 – Welding procedure qualification
EN ISO 9606 – Welder qualification
EN ISO 14731 – Welding coordination
EN ISO 3834 – Quality requirements for fusion welding
EN ISO 5817 – Weld quality levels
The applicable qualification range must match the production welding conditions.
Depending on the rules that apply inspection can include:
For relevant higher-category pressure equipment, PED also contains requirements concerning approval of personnel performing NDT personnel certification for permanent joints.Complete NDT reports should maintain traceability to the pressure equipment and welds examined.
PED Annex III has ways to check conformity, including:
The right module depends on the PED category and the conformity assessment method that applies. For pressure equipment that’s in a higher category checking conformity usually includes a third-party check through the right Notified Body process.
For welding procedure qualification requirements, see WPS & WPQR Qualification.
Indian manufacturers producing pressure equipment for the European market should establish the PED conformity route before production.
Step 1 – Product Identification
Identify whether the equipment is a pressure vessel, piping, pressure accessory, safety accessory or assembly.
Step 2 – PED Classification
Establish PS, V, DN, fluid group and applicable PED category.
Step 3 – Design
Select the applicable design standard, such as EN 13445 where appropriate, and prepare design calculations.
Step 4 – Material Control
Verify material specifications, certificates and traceability. For material documentation and independent inspection requirements, see EN 10204 Type 3.2 Certification.
Step 5 – Welding Qualification
Establish applicable WPS, WPQR, welder qualifications and welding coordination.
Step 6 – Conformity Assessment
Select the applicable PED conformity assessment module.
Step 7 – Inspection and Testing
Complete manufacturing inspection, NDT and pressure testing according to the applicable requirements.
Step 8 – Final Assessment
Review technical documentation and conformity evidence.
Step 9 – EU Declaration and CE Marking
After successful conformity assessment, complete the applicable EU Declaration of Conformity and CE marking requirements. For a detailed comparison of major pressure vessel design standards and their application within the PED framework, see our pressure vessel design standards comparison of ASME Section VIII and EN 13445.
PRVÁ ZVÁRAČSKÁ, a.s. Is listed as Notified Body No. 2408 Under Directive 2014/68/EU – Pressure Equipment. Its PED notification covers conformity assessment modules and activities related to joining procedures and personnel as well as NDT personnel approval under the right notification.
Manufacturers should always check that the chosen conformity assessment activity is within the scope of the Notified Body. The European Commission has the details and links about Notified Bodies for PED through the NANDO system.

According to PED 2014/68/EU manufacturers must make sure that the materials used for pressure equipment meet the required standards. The Directive asks for papers that show the materials are in line with the rules. For the pressure parts in Categories II, III and IV this might include a certificate that shows specific product control.
PED Article 4.3 includes some pressure equipment and setups that must be made according to the engineering practices of a country, in the European Union. Equipment covered by Article 4.3 does not need the CE marking that equipment under Article 4(1) and (2) requires.
The technical documents might have a description of the equipment, design and manufacturing blueprints, relevant standards, design numbers, checks and test results. The exact papers depend on the conformity assessment process that applies.
For pressure equipment that is covered by Article 4(1) and (2) the manufacturer must create an EU Declaration of Conformity once the conformity assessment shows that the equipment meets the rules. The manufacturer must also keep the documents and the EU Declaration of Conformity for 10 years after the equipment is sold.
The cost of PED certification in India varies. It depends on factors such as the type of pressure equipment the PED category, the conformity assessment module that is used the design and technical documentation, the manufacturing activities, the inspection and testing needed and the overall scope of the assessment. Because of these variables there is no fixed price for every pressure vessel or pressure equipment project. A pressure equipment manufacturer can identify the needed certification requirements and the assessment scope before getting a quotation that’s specific, to the project.
PED 2014/68/EU certification in 2026 requires a systematic approach covering product classification, design, materials, welding, inspection, testing, technical documentation and conformity assessment.
For Indian manufacturers targeting the European market, PED certification, pressure vessel certification, EN 13445, PED CE marking, WPQR, welder qualification, NDT and Notified Body assessment are important areas to establish before production.
The essential process can be summarised as:
Classify → Design → Qualify → Manufacture → Inspect → Test → Assess → Declare → CE Mark
